Does a wind turbine tower localized in an urban area with a keraunic level of 120 needs a lightning rod ?

According to the link below this means there would be 7.1 hits a year within 1KM^2 in a temperate zone.
As far as I am concerned anything that sticks up above nearby things is asking for it. However if it is a metal tower this helps. A lightning rod with a heavy conductor well grounded is the goal. This is probably part of the local codes for the tower. Note the blades etc will pick up considerable charge and should be grounded, even if through a high resistance, so they discharge. Often the hub attachment achieves this anyway. Lightning protection is not straight forward, but is about trying to minimise the damage.
